IDD Housing Access Pilot Program
Creating Inclusive Housing Opportunities for Individuals with Intellectual and Developmental Disabilities (IDD)
Community Housing Network (CHN) is administering the IDD Housing Access Pilot Program (IHAPP), a statewide grant program funded through the Michigan State Housing Development Authority (MSHDA) utilizing Housing Community Development Funds (HCDF).
For its first year, $1,700,000 has been committed to support both multifamily rental development and homeownership opportunities for individuals with intellectual and developmental disabilities (IDD) across Michigan. Funding includes:
- $850,000 dedicated to multifamily rental projects
- $850,000 dedicated to homeownership development grants or down payment assistance
IHAPP’s purpose is to expand access to affordable, inclusive, and community-integrated housing for individuals with IDD by supporting new construction, rehabilitation, and acquisition of units—both within mixed-income rental developments and through homeownership pathways.
Across Michigan, thousands of individuals with IDD face significant challenges accessing stable housing due to extremely limited income, a shortage of affordable and accessible homes, and a heavy reliance on aging caregivers. The IDD Housing Access Pilot Program seeks to address these longstanding barriers by investing in housing solutions that promote equity, accessibility, integration, and meaningful choice for people with IDD.
The IDD Housing Access Pilot Program was created to expand housing options for people with intellectual and developmental disabilities (IDD) by bringing together housing development expertise with person-centered planning and support coordination.
This initiative aims to:
- Identify and invest in innovative, inclusive, disability-forward housing developments
- Increase affordable, community-based housing opportunities for individuals with IDD
- Build capacity among developers and service providers to create sustainable, supportive housing solutions
- Ensure individuals with IDD have a meaningful voice in choosing where and how they live
To promote deep affordability and community integration:
- At least 75% of program funds will support households earning at or below 30% of Area Median Income (AMI)
- Up to 25% of funds may serve households earning up to 60% AMI
- All supported housing must be integrated into the broader community and maintain long-term affordability through deed restrictions or regulatory agreements, in accordance with Public Act 346.

The Advisory Committee provides strategic guidance and community insight to ensure the initiative reflects the needs and priorities of people with IDD and those who support them. Members bring diverse expertise in affordable housing, disability services, community development, and advocacy.
Committee Purpose
The committee advises on:
- Review of the RFP and funding priorities
- Evaluation criteria for proposals
- Strategies to strengthen partnerships and ensure accessibility
- Recommendations for ongoing improvements and community engagement
